The frequent use of unilateral economic sanctions by the United States has become problematic. In terms of foreign policy effectiveness, nearly all unilateral sanctions fail nearly all of the time. In a future strongly influenced by globalization, unilateral sanctions are likely to become less effective. While a policy of engagement will remain preferable, the United States will still require coercive policy options.
