A lot of home-based child care centres have emerged since the year 2006 and their materialization has increased since then with the year 2011 witnessing a mushrooming of these centres as a response to the socio-economic forces prevailing in the country and the need for these facilities. The main concern is the implications that they have as well as whether they have gone through proper planning procedures and obtain planning permission or they are operating illegally. Against this background, the study recommends the need to engage the main players (HCC, DPP, NGOs, the government, the operators of home-based child care centres and the parents/ community) to improve and promote health and safe standards in home-based centres and to review the standards that are too rigid.
