Like other states of India, the university libraries of West Bengal have already initiated the mission of application of information and communication technologies (ICTs) since 1999-2000. But, the rate of progress is not satisfactory and the mission may lose its reliability to the academic society. The study is an attempt to identify whether there is any role of library human resources in the successful completion of the ICTs application in the libraries. What are the problems behind under-performance of the library personnel? Is it possible to develop a scientific basis, for the period required to enter particular amount of data by using library management software?
