Agriculture and irrigation sectors have always been on prime focus of the world for reforms because of its pivotal role in world economy and farmers’ livelihoods. Agriculture is the single largest consumer of water. Availability of irrigation water is critical for food security and requires meticulous management. Over the last two decades, various policy reforms have been carried out in irrigation sector around the world. During these reforms it has been realized that without active participation of end users the irrigation systems cannot be managed efficiently.
