I hardly feel qualified to express myself on a matter which depends almost entirely upon the knowledge of technical experts. We Belgians were indeed amongst the first to recognize the importance of physical reconstruction of disabled soldiers and to consider the rehabilitation of wounded men as a problem which needed the urgent and adequate cooperation of specialists. Among these, M. Leon de Paeuw has played a leading role which his previous training peculiarly fitted him to fill.
The policy which we have advocated is substantially the one which is to be followed in various hospitals designed in this country for the work of physical reconstruction and which the Surgeon General of the United States Army has outlined as follows: No member of the military service disabled in line of duty, even though not expected to return to duty, will be discharged from service until he shall have attained complete recovery or as complete recovery as may be expected when the nature of his disability is considered.
