We are indebted to Messrs Armand Colin, Paris, for permission to publish a translation of Mr G. Blanchon"s La Guerre Nouvelle. The author is an expert on naval warfare and on the development of the submarine; already in 1913 his work Le Cuirasse et ses ennemis sous-marins had attracted much attention, and had been awarded a prize by the Academie des Sciences Morales et Politiques.

Mr. Blanchon is at the same time an authority on every aspect of modem war, a cogent thinker with an extraordinary range of vision, and the attempt which he makes in this book, not only to expound the war that is, but also to forecast the warfare of the future, is a contribution to present-day knowledge and speculation which far exceeds in importance the visions of Jules Verne, whose name he so modestly invokes.
