Excerpt from The Institutes of the Law of Nations, Vol. 1 of 2: A Treatise of the Jural Relations of Separate Political Communities
In the volume which I now present to the public, I have endeavoured to determine the characteristics of national existence on which the right to international recognition depends, and to trace the specific rights which such recognition confers and the duties which it imposes, under normal conditions.
In the second volume, which I hope soon to publish, I shall take account of the action of those disturbing elements which appear to be inseparable from international life, and shall strive to fix the jural objects, and to determine the jural limits of war and neutrality.
