The contest between Spain and the United States having come to an end, public opinion in both these countries is greatly engrossed by the discussion of two points of so great interest, not only for the two nations directly concerned in the Treaty of Peace, but for all those who are united to them by their economical affinities, that I cannot but offer to the public, an opinion which, from the independent position in which I am placed, may be thought of interest.
