This List shows some of the material in the Library relating to present tariff and trade conditions in Europe and their immediate antecedents. It is not in any sense exhaustive, but aims to give material most likely to be useful at the present juncture.
The German fiscal system and commerce have been given special prominence in view of the tariff law enacted in 1905, which becomes effective in March, 1906. The writings of German economists and publicists and other works showing German opinion and conditions have been recorded.
There have been included works dealing with what is termed abroad "The American peril," or the advance of American commerce in Europe. Some other writings on American foreign commerce are also noted.
Current statistics of American foreign trade in tabulated form are printed annually in the "Statistical abstract of the United States;" more detailed statistics are given in the annual report on "Foreign commerce and navigation of the United States," and similar statistics in monthly form appear in the "Monthly summary of commerce and finance of the United States." These are all published by the Bureau of Statistics of the Department of Commerce and Labor. The consular reports of the United States, and of Great Britain contain reports on specific subjects of commerce.
The "Board of trade journal," London, published monthly, has a section devoted to tariff changes throughout the world. The collection of European tariffs in force in 1904 was published in the "Monthly summary of commerce and finance" for March, 1904. The text of the new German tariff is printed in the same publication for August, 1905. This text is also printed as a British Parliamentary document in Sessional papers, 1905, Cd. 2414. The last named document discusses the provisions of the tariff in the light of new commercial treaties as to "most favoured nations," the arrangements for arbitration, and regulations as to transport rates by land and water. The texts of recent commercial treaties between Germany, Belgium, Italy, Austria, etc., have been printed by the German government (see page 19 of this List). The "Monthly summary of commerce and finance" for August, 1905, gives the rates of duty which will be levied under the new German tariff and under the existing commercial treaties of March 1, 1906.
