Excerpt from Report to the Governor of Ohio: By the Ohio State School Survey Commission; A Cooperative Field Study; January, 1914
Section I. That the governor be and is hereby authorized to appoint a commission of three members to make a survey of the public schools, the normal schools, and the agricultural schools of the state, and the state administration of the same, to determine with what efficiency they are being conducted, and to report to the governor with recommendations. Such report shall be transmitted by the governor to the present General Assembly of Ohio.
Section 2. No member of such commission shall be compensated for his services, but each member shall be paid his necessary traveling expenses incurred in attending meetings or in performing other duties incidental to the work of the commission.
Section 3. Such commission may employ and fix the compensation of the secretary and such investigators and other employees as may be necessary to carry out the purposes of the commission.
Section 4. The secretary, investigators and other employees, in addition to the compensation herein provided for, shall be paid their necessary traveling expenses and the other expenses necessarily incurred in the performance of their duties.
Section 5. The expenses incurred by such commission and the compensation and expenses of its secretary, investigators or employees for the purposes specified herein, shall be paid from the state treasury upon the warrant of the auditor of state when the vouchers therefor have been duly signed. The commission shall designate one of its members whose duty it shall be to sign all vouchers for accounts allowed by the commission, and the auditor of state shall honor no voucher which is not signed by such member.
Section 6. The commission shall be empowered to provide suitable rooms, necessary office furniture, supplies, stationery, books, periodicals, map and other furnishings and equipment, necessary to the performance of their duties.
Section 7. The commission shall have free access to all public records necessary for the carrying out of the duties herein prescribed.
