Excerpt from By-Laws of the City
Be it ordained by the Mayor, Aldermen and Common Council of the City of New-Haven, in Court of Common Council assembled, That the Mayor and Aldermen of said city, or the major part of them, are authorized to liquidate and adjust all accounts and demands against said city, and the Mayor or Senior Alderman present shall certify to the Clerk of said city the sum allowed on such accounts in words at full length. And it shall be the duty of the said clerk, whenever the same shall be presented him, to draw an order for the sum allowed, on the treasurer of said city. And all accounts so adjusted and presented to the clerk, shall be numbered, filed and preserved in his office. And all orders drawn by said clerk shall be numbered correspondent to such accounts, and registered by him in a proper book, to be kept for that purpose.
And be it further ordained by the authority aforesaid, That it shall be the duty of the treasurer of said city to pay the orders drawn on him in the order in which they shall be presented to him. And when it shall happen, that there is not cash in the treasury sufficient to answer all the orders presented, the said treasurer shall number and register the said orders in the order in which they shall be presented to him; and the said treasurer shall on no pretence pay or advance money upon a subsequent order, until he shall have cash in the treasury sufficient to satisfy all orders prior in number upon his register.
