M. Seilliere is a French critic who has constructed a "philosophy of Imperialism," and, in course of that labour, he has examined, perhaps more thoroughly and certainly more candidly than any living man, the theory of pan-Germanism. It would seem an appropriate moment at which to introduce his work to the public of these islands. The papers translated in this volume have been chosen from the mass of his writings on account of their immediate topical interest. They are dated 1911, and were originally published in a book entitled Les Mystiques du Neo-Romantisme.
