Excerpt from Housing by Voluntary Enterprise: Being Chiefly an Examination of the Arguments Concerning the Provision of Dwelling-Houses by Municipal Authorities Under Part III of the Housing of the Working Classes Acts
This little volume is concerned with the provision of dwellings for the poorer part of the population under one only of many aspects. Amid the chorus of suggestions which have been made towards improvement in the homes of the people one cry seems now to overpower all other voices. There is a widespread demand that the State should assume increased responsibility for the provision of houses for wage-earners, and in discharge of this responsibility should undertake the building and ownership of dwellings.
