Not long ago, in the cover illustration of a great popular weekly, Uncle Sam was represented holding in his hands a flint-lock musket and closely examining its ancient mechanism. The expression on his face was a puzzled one, for he seemed not only to be unfamiliar with the obsolete piece, but impatient with it. It seemed as if bis mind had fully grasped the danger 6 of depending upon a weapon so thoroughly antiquated and inadequate to his pressing needs. The picture was a good one, and I could not but wonder if the cartoonist himself understood the fullness of its significance. This reflection led me on to further cogitation and I determined to answer, in a very thorough way, the question that arose in my mind. That question was, not how shall he defend himself, hut with what weapon will Uncle Sam henceforth oppose his foes?
