As the result of personal observation, this work, notwithstanding unavoidable shortcomings, may afford some interest to the reader.
That which I have seen, I describe faithfully; that which I have felt, I frankly express. Neither in her press, the organ of public opinion, nor still less in her foreign policy, does Germany conceal her implacable hostility to France. I, nevertheless, wish to speak of her without disparagement, as I endeavour to judge my own country without flattery, and without self-deception.
Passionately loving France, I wish to serve her dispassionately.
I know her worth, and am heartily ambitious of her glory and her primacy.
