Ladies and Gentlemen, -
I feel very deeply the honour you have done me in electing me President of the Indian Section of this Congress of Oriental Scholars. In thanking you for the distinction you have conferred upon me, I could have wished to mark my appreciation of it, and, if possible, justify your choice, by some definite and original contribution to your proceedings, as the result of research in some hitherto unworked field. But the notice I received was very brief, and my books and papers, recently arrived from India, are not yet so arranged as to be readily available for reference and citation. Under these circumstances I have resolved to take as the subject of my address to you a topic with which my daily life, as an official in India, has made me more or less familiar.
