The following Observations have no Relation to the Conduct of the Earl of O - ; he is not accountable for the bringing the Bill into one House, nor for rejecting it in the other: One would hope therefore, that the Merits of the Bill may be tried by the Reasons of Justice and Equity, without having the Passions and Prejudices of the Times thrown into the Scale on either Side.
