To the Honorable James W, Husted, Speaker of the Assembly:
Sir, - Having been asked by several members of the Legislature what were my reasons for objecting to an appropriation by the State, to rebuild on its old site the main building of the Girls Department of the State Industrial School, at Rochester, I conclude, in order to answer more fully their inquiries, and possibly future ones, to submit to you my reasons therefor.
