In an earlier chapter ancillary organisations were described as handmaids to the party, which make no pretence of trying to direct its policy, but confine themselves to the work of extending its popularity, promoting its interests, and preparing the way for its success at the polls. Owing to the concentration of responsibility for political action in the cabinet, bodies of this kind are peculiarly numerous and highly developed in England, and some of them are older than any other party organisations now in existence. By far the most important, the Central Office of the party, has already been mentioned many times. It may seem strange to classify the Central Office under the head of ancillary organisations, because it is the chief piece of mechanism in the party; but the term is intended to denote that a body is ancillary to the party, not that it is ancillary to the main party organisation. The Central Office certainly falls under the definition already given, which, although unusual, is believed to be sound and to rest upon an essential distinction.
Historically and in its present character the Central Office is an extension of the whips office, and as such it is under the direct control of the leaders of the party in Parliament. On the Liberal side the work is done in the name of the Central Liberal Association, composed of the subscribers to its funds, and containing several hundred prominent men scattered over the country.
