Thirty years ago Hugo Munsterberg thought it likely that the "climatic equilibrium" of the United States, upset by the extension of American influence into the tropics through the acquisition of the Philippine Islands, would eventually be restored by another extension into the Canadian northwest. He probably was over-impressed by the uncompromising tone being taken by American officials and press in the Alaska boundary dispute at the time he was writing his book. At any rate, his diagnosis proved incorrect. Today, Americans do not crave a square inch of Canadian soil by conquest or as a gift. The universal feeling is that we already have plenty of space, plenty of people and plenty of problems of our own.

So strong is this feeling, and so strong the desire to avoid risks of foreign entanglement and war where no vital national interests re concerned, that the United States Government has been prompted to reduce its responsibilities in many directions. A date has been set for our withdrawal from the Philippines; there has been a cessation of intervention in the affairs of Nicaragua and Haiti; and a new interpretation of the meaning of Cuban independence has been given by the abrogation of the Platt Amendment. Our definite policy, in other words, is to slough off responsibilities outside the North American continent and reverse what in 1904, and for some time thereafter, seemed the instinctive and natural growth of American imperialism.
