These words of Theodore Roosevelt state a political axiom which every citizen is bound to uphold. No one has stated this obligation more strongly than Abraham Lincoln when he said:

"Let reverence for the law be breathed by every American mother to the babe that prattles on her lap; let it be taught in schools and colleges; let it be preached from the pulpit, proclaimed in legislative halls and enforced in courts of justice.
