The nature of the game of Croquet is such that it has been exceedingly difficult to establish any one code of rules that could be adopted as standard authority. The one great obstacle to the adoption of National Rules is found in the fact, that Croquet is so much a social, home game that Croquet clubs and regular organizations do not flourish to any considerable extent, throughout the country, and hence it is difficult to call a national convention that would represent the most intelligent and executive class of Croquet-players. But in order to have peace and harmony on any Croquet ground, some authority must be adopted as governing the play on that ground.
