§ 1. The first and last government of ancient Rome was monarchy. From the expulsion of the kings to the year 300 B.C. there was a constant struggle of the masses to win from the classes a proper share in the control of the State. A successful balance was at length effected, and for more than 150 years there was small collision between parties. During these years the parties of plebeians and patricians died out, and were replaced by those of the Senate and of the people: the former by degrees monopolised all the functions and emoluments of government.
