The certainty of the coming conflict between the Slav and the Saxon, which was foreshadowed in the edition of this work published in 1887, has become more generally apparent during the past year, owing to Russian intrigues in China; while the cordial friendship between England and America, which has grown up during our war with Spain, has made possible the union of American and English influence for the protection of our common civilization against the encroachments of autocracy.
The time therefore seems opportune for issuing a revised edition, bringing down to the present moment the existing facts relating to the coming struggle, a struggle which seems certain to involve in its results the destiny of the whole human race.
