The Secretary of War, when asked recently by a committee of the Senate why certain things had not been done replied that it was because the war was three thousand miles away. In his reply he not only stated a geographical fact, but he gave expression to an opinion entertained by a majority of his countrymen, who have been very slow, on account of the great distance which separates their homes and their affairs from the terrible war which for nearly four years has been devastating France and rearranging the status of the entire world, to understand its significance.
