Carlos Jordan is seventeen when the Greenhouse Laws are enacted. For this generation the payments due for climate change can no longer be deferred. Thechildren of this new millennium, once faced with their first installment--the Greenhouse Laws--soon see the dye is cast. The second payment is too costly: the winnowing away of civilization and our species. We follow Carlos into adulthood amid the social migration and chaos of rabid storms, the rising seas, rampant disease and a breakdown of infrastructure.
