There is scarcely an obligation of citizenship in a republic more imperative than a clear comprehension of the principles of government. We need to study the complexities of our Government; we should know the quality of service expected of those who seek our commission to rule, and then should measure men by the standards our judgments impose; we should understand our personal relation to the great, powerful organization whose acts affect our welfare.
