In the early months of 1914 widespread unemployment gave the anarchists in New York City an unusual opportunity for agitation. The newspapers and the police became hysterical, men were clubbed and arrested on the slightest provocation, meetings were dispersed. The issue was shifted, of course, from unemployment to the elementary rights of free speech and assemblage. Then suddenly, the city administration, acting through a new police commissioner, took the matter in hand, suppressed official lawlessness, and guaranteed the men who were conducting the agitation their full rights. This had a most disconcerting effect on the anarchists. They were suddenly stripped of all the dramatic effect that belongs to a clash with the police.
