In speaking of 1861 and the years that followed, we deal with the still smouldering ashes of recent fires. There are yet leaders of thought and action in the United States who fought in the great campaigns of 1861-1865. More than half the reigning sovereigns of Europe could give us interesting anecdotes of what they thought of the American war when it broke out. Catholic Italians are still refusing to take part in the government that seized the States of the Church in 1860 and 1870. Elderly Frenchmen still hate with a personal hatred the Germans against whom they strove in vain in 1870-1871.
These events have not yet faded into that academic past where wholly unprejudiced judgment becomes possible. Whatever opinion on them one may express, he finds other persons, honest men and able scholars, in warmest protest against him. "I see now how history is manufactured," said a naval officer who had been through the recent Spanish-American war, "and I will never trust another word of it. Probably the only real fault of Nero lay in being too honest and simple-minded for the game in Rome; and Seneca wrote about the C?sars for a political campaign."
