The economic and political problems connected with the imposition and collection of import duties have been very fully discussed by writers on the tariff, and considerable literature on the subject has been accumulated. The administrative aspect of the tariff question, however, has received, in England at any rate, comparatively scant attention. The probable reason for this is that the administration of the tariff is primarily a practical subject, and information with regard to it is mainly in the possession of those whose business it is to act rather than to write.
