Excerpt from Inquiry Into the Taxation and Commercial Policy of Great Britain: With Observations on the Principles of Currency, and of Exchangeable Value
Dr Smith, in treating of Taxation, lays down certain maxims, the evident justice and utility of which, he observes, have recommended them, more or less, to the attention of all nations. These arc, 1st, That every tax should press equally on all ranks, in proportion to their means. 2d, That the amount of the tax which each individual is bound to pay, should be certain, and not arbitrary. 3d, That the tax ought to be paid at the time, and in the manner most convenient to the contributor. 4th, That every tax should take as little as possible out of the pockets of the people over and above what it brings into the public treasury.
In the early progress of taxation, it is easy to comply with those just and reasonable rules.
