The Secretary of State is the President's principal adviser in formulating foreign policy and his principal agent in conducting it. He is also the President's chief deputy in explaining it - to Congress and the American people, to the governments and peoples of more than forty allies and of more than that many other non-Communist nations, and, indeed, to our Communist adversaries.

In simpler days when we felt secure in isolation and our foreign relations were largely formal and passive, the Secretary of State's responsibility for spreading understanding of our policies was of limited importance. Now, when the United State's, as the leader of a struggle to preserve and spread freedom, is heavily engaged in action on every continent and confronts unprecedented complexities and dangers, the support of the American people is indispensable. This support depends upon understanding. So does the cooperation of our allies and of all the other nations which would not survive in independence if American policy were to fail or falter.

This volume represents primarily Dean Rusk's activity as an expounder of American policy during his first nineteen months as Secretary of State under President John F. Kennedy - January 1961-August 1962. A full compilation of his public utterances during this period would require three or four volumes of this size.
