Excerpt from Thoughts on the Origin and Formation of Political Constitutions, Suggested by the Recent Attempt to Frame Another Constitution for France
The oppressors of France, in order to prop up their tottering tyranny, have, it seems, found it necessary to fabricate another New Constitution for their miserable and distracted Country. Those Revolutionary dreams which had before been dignified by the name of Constitutions, and which, after holding forth the most splendid promises of happiness and liberty, were productive only of ruin and slavery, had entirely vanished, and were succeeded by a kind of anarchical Dictatorship, which, in the new Jargon, was termed a Revolutionary Government, and a provisional state of things.
