Historical research often serves as the intellectual's escape from contemplating the anxiety-laden present. This study of the development of American foreign policy has been undertaken from the opposite point of view - that is, in the belief that insight into the sources of our past conduct is essential to an understanding of the baffling problems of the present.
We are living in what appears to be a major turning point in world history. The age of sovereign nation-states living perpetually on the brink of armed conflict is drawing to a close in what should be the dawn of a new era of supra-national world organization. Yet, at the very moment when armaments have become instruments of self-destruction, the nation-states have been driven to rely more than ever before upon military power as an instrument of self-preservation. Only a re-awakening of reason and the re-assumption of command by reason can halt the present compulsive rush toward disaster. Only faith in man as a rational being can guide the world through this somber interval in which it is apparently too soon for world government and too late for anything less.
I he United States of America was founded precisely upon the belief that "Nature and Nature's God" created man as a creature endowed with reason and a capacity for infinite progress. That faith - and only that faith - denies the possibility that man may have been created merely in order that he might learn how to destroy himself in a final mushroom cloud of atomic particles.
