The authors are also indebted to various public officials who have supplied us with information in regard to their departments, and also to private individuals, and we appreciate the interest shown by them. In particular are we grateful to Dr. E. C. Branson, head of the Rural Social Economics Department of the University, and to his assistant, Professor S. H.
