It is said - and we hear it very frequently said - that the political issues involved on either side in the recent rebellion, have been definitely settled by the Arbitrament of War: Bat it is difficult to believe that in Such a contest, either the sword, or the mere shedding of blood, or the sacrifice of human life even, can so easily eradicate from the minds of men the opinions and convictions of nearly half a century of education and training.
There is profound philosophy, as well as sober truth, in the homely and familiar couplet -
"'Tis Education forms the common mind;
Just as the Twig is bent, the Tree's inclined."
The disciples in the schools of Nullification in 1830, were the leaders of the secession movement of 1861: A counter system of Education may, perhaps, be necessary for as many years to come, to realize the full measure of the supposed Arbitrament.
"We must renounce and abandon all our sectional and partisan dogmas, and educate the people up to those first principles which originated, and underlie the foundations of the Confederate Union. We should also recognize and use in all public matters, and on all State occasions and transactions, its full cognominal style. (See p. 7.)
The economy of the reorganization of the governmental element of the Confederation by the People, under the Federal Constitution, was antagonistic alike to the centralization of power, and the disintegration of the states composing it.
