Excerpt from Report of the Commissioner of Education for the Year Ended June 30, 1915, Vol. 1
Sir: I have the honor to transmit herewith the manuscript (or Volume I of the report of the Commissioner of Education for the fiscal year ended June 30,1915. It has been found wholly impossible to complete the preparation of the material for Volume II by October 15, 1915, the time when, according to law (38 Stat. L., 886), it shall be submitted for publication.
Inasmuch as it will never be possible to have the material of Volume II of this report ready for the printer before December 31, nor to prepare the material for Volume I with the necessary care and fullness of information much before that time, I respectfully recommend that the act referred to be so amended as to extend to that date the time within which the manuscript of this report may be transmitted to the Public Printer for publication. I also recommend that Congress be asked to pass a special act authorizing the printing of Volume II of the present report at such time as it can be prepared, not later than February 15,1916.
The following statement will, I believe, show the need for this extension of time:
For Volume II of this report original statistical information must bo gathered from and with the cooperation of more than 20,000 different agencies. The information includes comprehensive statistical accounts of more than 300,000 schools of all grades and kinds, public and private, rural and urban, in all parts of the United States and its possessions, with an enrollment of more than 22,000,000 children and youth and an annual income and expenditure of more than three-quarters of a billion of dollars. State and city systems of schools are reported by State and city officials in totals and not by individual schools, as are also systems of denominational and parochial schools. High schools, normal schools, colleges and universities, professional and technical schools, and many other institutions are reported separately by their respective officers. No officer, either of an individual school or of a school system, can furnish the information required by this office until the data necessary for the complete report of that school or system have been received, tabulated, and totaled.
