Until about twenty years ago it was impossible for any one to say with certainty whether knowledge of the laws governing political phenomena could be derived from the evidence of history. The writer of the present volume was led in the years 1885 and 1886 to believe that it could. In those years he heard Professor Seeley lecture on the classification of communities, and Professor Henry Sidgwick on the evolution of the forms of governments. The tasks that they set themselves corresponded, one to the work of Cuvier, and the other to the work of Darwin, in the science of Zoology. About two years later the present writer attempted to give instruction in a department of that part of political study which is founded on history; and for fifteen years his chief employment consisted in rewriting and re-delivering his lectures.
